Human Resources Department
The Human Resource Department has the strategic objective to develop the Human Resource function, to introduce a Perfomance Management System using Balance Scorecard methodology, design and implement a training and development programme and a succession plan.

  1. The Human Resource Department is charged with the overall responsibility for utilization, retention of Human Resources, manpower planning and Human Resource development, respectively.
    • To ensure an adequate supply of skilled and trained manpower for all level of Swaziland Television Authority core business and processes at all times
    • To establish clear and effective organizational practices and standards with reference to training principles, priorities and guidelines
    • To establish appropriate implementation, monitoring and evaluation procedure.
    • To identify candidates who have the potential for advancement and to develop them to their maximum potential according to the needs of STVA
  2. Swaziland Television Authority commits itself to recruit suitably qualified and experienced individuals to fill vacant positions where this position cannot be filled internally by promotion or transfer. In this regard, the Authority will endeavour to ensure that recruitment and selection processes are as transparent as humanly possible. Through an induction program, the Authority will further ensure that new employees are inducted properly into the working culture of STVA.
  3. The purpose of the Swaziland Television Authority training and development policy is to guide the training function, facilitate proper development of staff to be able to compete having the right caliber and necessary skills. The policy stresses that training must be given high priority in almost every area, and skilled manpower be maximized. Also it is Swaziland Television Authority's objective to have the right person for the right job at the right time and place (proper strategic placement of staff).

Training opportunities in the Broadcasting and related industries are consistent with changing needs of STVA. Consistent changes as a result of advancement in technology require that employees undergo training as frequently as technological changes occur or demand.

The Management of Swaziland Televison Authority recognises that it must develop in each employee a sense of personal discipline and commitment to the objectives of the authority. Discipline is any action initiated by management in response to any breach of implied and express contract of employment or any unsatisfactory worker behaviour or performance with the objective of improving and maintaining behaviour and performance. It is management's responsibility to maintain discipline within the working situation and the various forms of disciplinary action should be taken by the appropriate level of authority as specified in the disciplinary procedure.

The objective of the disciplinary code and procedure is to ensure that disciplinary action is standardised and consistent. Supervisors and managers use it as a guide for handling cases of misconduct and therefore are not absolute.

It is the duty of every authority employee to exercise self discipline and control, to comply with various rules and regulations of STVA, to carry out reasonable instructions given, to behave in an orderly and civil manner, to cooperate generally and with other employees on work related matters, to treat the property of the authority with respect at all times and also to develop with them and with customers a helpful and friendly attitude. When these principles are not realized management may consider disciplinary action.
